$wv->rowOrder($conf) Used to manage a list of DB elements with an order field

$conf is a configuration array with this values:
dbdata: array|string $sdata array or json with order data: [table,order,id,filter_field,filter_value]
id: Unique id of register to move
cmd: Command to "Up" or "down" giver register id
box: Form array with IDs or registers to move to ID value (cmd must be empty)
ar: Avoid to operate om reloading if supplied
